I know nothing about the consolidation thingies, so no advice there.
But...I think you should tell Frank that him all of a sudden talking to Troy bothers you. He did tell you to tell him anything, and would think (or hope) that he's going to figure out something is bothering you.
I'm not sayin' it will make him stop talking to the ex, but at least you won't be keeping something from him.
