I liked Design Star on HGTV better. Basically, it was the same show, but with a better host. He didn't sound like every word out of his mouth was read off a prompter.

I've only seen two eps. of Top Design, but from the looks of it they'll be working in those little rooms for most, if not all of the show. Design Star only did that for one round, all the others were in real spaces.
